Wayne Walker


Wayne Walker

Mr. Walker , age 59, founded Walker Nell Partners, Inc. (“Walker Nell”), a financial advisory firm in 2013, where he continues to serve as the managing partner. Walker Nell provides corporate governance and restructuring advisory services, fiduciary services, litigation support, and other services to client corporations and law firms. In his role at Walker Nell, he has served on a number of private company boards. He currently serves as Chairman of the Board of Trustees of National Philanthropic Trust, a public charity that holds over $6 billion of assets under management. Mr. Walker has more than 25 years of experience in corporate law and corporate restructuring, including working 15 years at the DuPont Company.

Patrick Kinsella


Patrick Kinsella

Mr. Kinsella , age 65, currently serves as an adjunct professor at the USC Marshall School of Business, a position that he has held since August 2011. In 2014, he was appointed as a director and the Chairman of the audit committee of PennyMac Financial Services, Inc. (“PennyMac”) (PFSI). Prior to his retirement as a senior audit partner in May 2013, Mr. Kinsella spent over 37 years at KPMG LLP serving clients generally concentrated in the financial services sector, including banks, thrifts, mortgage companies, automotive finance companies, alternative investment companies and real estate companies. Mr. Kinsella received a BS in Accounting from California State University, Northridge, and is a licensed certified public accountant in the State of California.​

Michael Parris


Michael Parris

Mr. Parris partnered in 1996 with Perry Rogers to oversee primarily the SHAQ Brand and other secondary strategic alliances. The SHAQ Brand has included, but not limited to, the business development, brand management and marketing, public relations and intellectual properties and polices for NBA player, Shaquille O’Neal. Prior to 1996, Parris had a successful career in law enforcement with the Newark police department in Newark, New Jersey. As a member of the department, he was promoted to the rank of Lieutenant. He has worked and commanded several specialized units including Homicide, Robbery and Internal Affairs. A NJ native, Parris spent his early school years attending Newark public schools.


Scot Cohen

Scot Cohen

Mr. Cohen has more than 20 years of experience in institutional asset management, wealth management, and capital markets. Scot founded and served as Principal of the Iroquois Capital Opportunity Fund, a closed-end private equity fund which focused on investments in North American oil and gas. Mr. Cohen also co-founded Iroquois Capital, a New York based hedge fund which managed approximately $300M across its family of funds. Prior to Iroquois Capital, Mr. Cohen founded a merchant bank which actively participated in structured investments in public companies. Mr. Cohen is currently active on a number of public and private company boards and is involved with various charitable ventures.

David Norris

David Norris

Mr. Norris is an experienced executive and joined Wrap Technologies full-time in January 2018. From April 2014 – December 2017 he served in various executive roles, including President, at privately held loanDepot, LLC as it rapidly expanded into the 5th largest mortgage lender in the US. loanDepot has 6,000 employees and generated $1B in revenue in 2017. David also served as CEO of Greenlight Financial, and President of LendingTree Loans. Mr. Norris’ career also includes executive and management roles at Toshiba America Information Systems and Qualcomm Personal. Earlier in his career, David served as a probation officer in San Diego for five years.

Tom Smith



Mr. Smith co-founded TASER International (now Axon Enterprise, Inc. – Nasdaq: AAXN) (“​TASER​”) in 1993, and served as President of TASER until October 2006. He served as Chairman of the Board of Directors of TASER from October 2006 until he retired to pursue entrepreneurial activities in February 2012. Amongst his most significant roles and responsibilities at TASER, Mr. Smith managed domestic and international sales, significantly expanding the sale and distribution of TASER’s products, including sales to more than 17,200 federal, state and local law enforcement agencies in over 100 countries. In 2012, he founded Achilles Technology Solutions, LLC that​,​ through its subsidiary ATS Armor, developed a line of ballistic solutions for law enforcement and military.

Mr. Smith​ ​is a proven executive with extensive operations, logistics, manufacturing, global sales and marketing experience selling technology to law enforcement.

Mr. Smith holds a B.S. degree in Ecology and Evolutionary Biology from the University of Arizona and an M.B.A. degree from Northern Arizona University.

Elwood “Woody” Norris

Woody is a world renowned inventor, and winner of the $500,000 Lemelson-MIT Prize as Inventor of the Year in 2005. He served a Director & President of Parametric Sound Corporation (now Turtle Beach Corporation) & also served as Chief Scientist at Turtle Beach. Woody was a director of LRAD Corporation & Chairman of LRAD Corporation’s Board of Directors, in which he served in a technical advisory role and acted as a product spokesman. Woody has authored more than 80 U.S. patents, primarily in the fields of electrical and acoustical engineering, and has been a frequent speaker on innovation to corporations and government organizations. He is the inventor of our BolaWrap® technology.

Jim Barnes

Mr. Barnes
has served as President of Sunrise Capital, Inc., a private venture capital and financial and regulatory consulting firm, since 1984. Jim was Chief Financial Officer of Parametric Sound Corporation (now Turtle Beach Corporation), and also served as Vice President Administration at Turtle Beach Corporation. Since 1999, Jim has been Manager of Syzygy Licensing LLC (“Syzygy”), a private technology invention and licensing company he owns with Elwood Norris. Jim previously practiced as a certified public accountant and management consultant with Ernst & Ernst, Touche Ross & Co., and as a principal in J. McDonald & Co. Ltd., Phoenix, Arizona.

Mike Rothans

Mike Rothans

Mr. Rothans served as a police officer and executive in the Los Angeles County Sheriff’s Department for thirty-one years, where he retired as the Assistant Sheriff overseeing the department’s patrol operations in 2015. He was responsible for a nearly $1B budget & supervised over 6,000 sworn & civilian personnel. Mr. Rothans received many commendations during his career, including the LASD Distinguished Service Award in 1997 and 2010, the Exemplary Service Award in 2001, 2005, and 2009, and, the Meritorious Service Award in 2008. In addition, Mr. Rothans served as Chair of the Executive Force Review Committee responsible for reviewing all Officer Involved Shootings & significant uses of force.

Rosanne "Roe" Manghisi

VP of Public Safety Services

Roe Manghisi

Ms. Manghisi is a retired Captain from the New Jersey State Police and a law enforcement professional with over 35 years of progressively responsible law enforcement and security experience. Ms. Manghisi’s background reflects accomplishments in special operations, investigations, intelligence, executive protection, emergency management, undercover operations, security operations, training, policy and executive management. Prior to her retirement from the state police, she was a captain in the Special Operations and Emergency Management Section of the Homeland Security Branch. Ms. Manghisi also served as the Chief of Staff to the Superintendent. She has had a diverse career within the State Police and has been cited numerous times for her undercover work in both Organized Crime and Narcotics. She is a proud member of the first graduating class of female NJ State Troopers in 1980.

Ms. Manghisi has extensive experience in the security industry handling special services and operations for Fortune 500 clients including executive protection, special services, vendor management and logistics. She is a graduate of the FBI National Academy and holds a B.A. in Criminal Justice from Seton Hall University and Thomas Edison State College. Ms. Manghisi has served on boards with the IACP and the Department of Justice. She also lectures on Women in Security for ASIS in the U.S. and Canada.

Rick Guilbault

Rick Guilbault

Mr. Guilbault served as Vice President of Training and Education for TASER International (now Axon Enterprises) from 2004-2014. He founded the TASER Training Academy which trained over 10,000 law enforcement trainers, investigators, technicians and executives annually. Rick provided TASER training and presentations to groups throughout the United States, Canada, Europe, Asia, South and Central America, Australia and New Zealand. He has presented training in 26 countries and trained law enforcement and military personnel from 30 countries.
Rick retired from the Sacramento Police Department in 2004 at the rank of sergeant after 24 years of service. His assignments included Field Training Officer, SWAT Team Operator, Patrol Sergeant, Academy Commander, In-Service Training Supervisor, and SWAT Team Leader. He is a certified instructor in use of force, chemical agents, firearms, crowd control, and a variety of non-lethal weapons.
Rick has authored numerous articles on non-lethal weapons tactics and training. He has qualified in both federal and state courts as an expert witness in law enforcement training and use of force and has provided testimony at trial and in deposition in about 40 cases in the United States and Canada.
Rick earned his bachelor’s degree in criminal justice and his Master of Public Policy and Administration degree from California State University, Sacramento.

Stacie Sundberg

Stacie Sundberg

Ms. Sundberg successfully developed solid distribution channels for both law enforcement and consumer markets. She was responsible for creating and managing long term contracts with military agencies, law enforcement agencies, distributors and outside sales representative organizations. Her strengths included developing cost benefit models and compelling benefit models, creating, managing and maintaining relationships with all law enforcement distributors and many of the largest municipal agencies in North America. Her sales programs established repeatable, sustainable sales year over year. In 2009 her customer base included all U.S. military agencies, 17,000 law enforcement municipalities, 40 law enforcement distributors, 38 commercial distributors, and numerous contracted outside sales representatives, retailers and consumers. The most successful contract she obtained at TASERTM was a $22,000,000 contract from the U.S. military. She met or exceeded every annual sales goal established in her career. In her tenure with TASERTM the company grew to $100,000,000.00 in annual sales. Stacie retired as Vice President of Global Sales, from TASER in December of 2009.
